Just about 90 days ago, the Rosamond Community Services District hired Ron Smith as Interim General Manager. The hiring included a 90 probationary period which is due to expire any day now. On 19 January the RCSD Board Member held a 90 day performance review of the Interim General Manager. Much to his dismay, Ron Smith was not yet confirmed as permanent General Manager. It is reported he was extremely upset today at the office.
One should always be conscious when deciding to hire a friend or close acquaintance into a position of critical importance. You see Ron Smith served as a political consultant for Board Members Shingledecker, Landsgaard and MacKay; when they decided to hire him, this fact was not disclosed publicly. They decided to hire Mr. Smith at the risk of bringing an unknown “quantity” to manager the district business.
In just over 90 days, Mr. Smith has continually used the RCSD Credit Card to purchase his daily lunches and office gifts for his staff. According to RCSD records, in spite of receiving over $120K per year in salary, Mr. Smith has made no effort to reimburse the district for his “personal expenses”. Additionally, Mr. Smith continues to seek reimbursement of mileage expenses for his personal vehicle even though he is assign an RCSD vehicle to use.
I make these points simply to say, that when you hire a friend, it becomes very difficult to fire them when the time comes. RCSD Board Member silence of these misspending incidents has only solidified Mr. Smith attitude toward using the card for his own personal benefit.
